What is a temporary residence permit?

Foreigners and stateless persons are required to have a temporary residence permit in the territory of the Republic of Azerbaijan. A temporary residence permit is issued by the relevant executive authority for a period of no more than 1 year and may be extended for a period of no more than 2 years each time if there are appropriate grounds.

Foreigners and stateless persons may apply for a temporary residence permit in person or through their legal representatives. The relevant executive authority gives an opinion on the application within 10 working days.

Foreigners and stateless persons who want to work must obtain a work permit in addition to a temporary residence permit.

Permanent residence permit

Foreigners and stateless persons who have been temporarily living in the territory of the Republic of Azerbaijan for 2 years can apply for a permanent residence permit on the basis of the relevant permit on the grounds provided for in the Migration Code. Foreigners and stateless persons must apply for permanent residence in person and through their legal representatives to the relevant executive authority 3 months before the expiration of the temporary residence permit.
